Most likely no. In a nutshell, Roland take a very dim view of emulators, as emulators need Roland's copyrighted ROMs. There's been a legal battle over the MT-32 emulator already and when Roland find the required paperwork, it'll move to stamp out any emulators. The DOSBox devs, understandably, don't want to take the risk.

Anywhere from 50 to 90 years depending on what country Roland decides to claim copyright in. Naturally they will pick the country with the longest duration.
The Berne Convention is signed by just about everybody in the United Nations and allows them to go after you in whatever country you reside in.
