0.73 internal config tool, and dirs in win (little request)

Just 2 little requests about the internal config tool of dosbox (0.73)...

(in windows)
1.- Change the directory of "config -writelang/writeconfig"
to "capture" dir...
or to %APPDATA%\DOSBOX\
C:\Documents and Settings\<user>\local settings\appdata\dosbox\

actually it writes where dosbox.exe are... and if you don't have the permissions to go to c:\program files\dosbox\... you cannot get the file.. it could be better this way ^^ ...

2.- make sure that you don't overwrite a file when you make config -writelang/config (actually it overwrites)
... or add a option in command line to "overwrite or not".

PD: I don't speak english very well... I hope you understand what i'm saying 😜

config -writeconf will write dosbox.conf to wherever you executed DOSBox.exe from if you just use the command: (It dos not write to where dosbox.exe is, that's just coincidental)

"config -writeconf dosbox.conf".

If you want to specify somewhere else then you type "config -writeconf C:\Somewherelese\dosbox.conf".

If you want dosbox.conf to write to your profile then you need to use the "Edit Configuration" and "Reset Configuration" shortcuts in the Start Menu. If you look at these shortcuts you'll see the commands that dosbox.exe does to do this.
