I have 2 LCD monitors - 19" and 24" attached to my laptop. I want all the output that DOSBOX does to be drawn in 800x600 on my second, 24" monitor. Is it possible now?

I do not think so, at least not fullscreen

It is a limitation of the sdl version that is being used
a search of the forum would provide more info
