I've been reading in a lot of older 1996-1998 pc gaming magazines that the editors would use this benchmark to test video cards but for the life of me I cannot find anything on google about it. Search here on vogons proved fruitless as well. I'm guessing it was somehow based on the game Terracide? I did a full install and searched far and wide but there's no option to run a benchmark in the game and there is nothing about it in the readme file.

Can anyone shed some light on this? How was the benchmark used/created?

Looks like it was a sort of 'proprietary' benchmark, never actually available to anyone outside of some magazine staff:

Terramark version 1.0 is a benchmark Eidos supplied to us.

Since then, they've introduced a new benchmark, version 2.0, which is
a completely different benchmark, which no longer relies on a terramark
score, and instead allows you to place polygon objects on screen, and
observe the frame rate, and doesn't assign an abstract terramark, based upon
feature set comparisons.

Unfortunately, version 1.0 will never be made available to the public. Version
2.0 should be made available through the developer's of the Terracide game, (but
you'll have to double check with them.)

And for the record, the Terramark benchmark is part of a complete
suite of bootMarks, developed by boot Magazine. PC Gamer is using
the same suite to test hardware as well.
