I've used the Dutch version of the 98SE SP and it worked pretty well afaicr, it's been years since I last used 98SE.
I once installed the ME SP on a Dutch ME and even though it worked, it turned my carefully tweaked ME into a half-Dutch half-English frankenOS!

I can recommend you try the ME SP, once you start it, you can select exactly what you want to install, or if you want to install nothing.
It's not like the official SP's that, once clicked, starts doing allkinds of stuff to your rig without user interface (except when you need to download net framework blah blah 😜).

I never tried the 95 SP though, dunno if I have an English 95 laying around.

I use the 98SE USP, plus the 98SE2ME pack. I remember deselecting a few of the options in the USP, though I can't remember specifically what, as it's been a few months since I last did an install with it. After quite a bit of experimenting, I found that those two packs are really all that's necessary to have a nicely updated and smoothly running 98SE install... the Autopatcher 98 proved to be mostly redundant and caused all sorts of problems.

When I started reading the website, it mentioned that before installing the 98SE SP, you first needed to install these separate updates [then follows a GIGANTIC long list with some links broken even] and I suddenly felt like not wanting to bother, 🤣

So the 98SE and 982ME are the only 2 things needed? No other stuff is "required" to make it running?
If this is all it takes, might go give 98SE another try

Just the 98SE Unofficial Service Pack. It makes it behave with 512MB of RAM properly.
