I'm running DOSBox on a new system without a modem, I don't plan on getting one either. I'm just wondering if there's a way to fool DOSBox into thinking it's dialing in to access the Internet.

Do you want to access the whole Internet, or just another computer connected to Internet? If it is the latter, you can use a virtual modem on both sides:

That it does. ATDT+IP Address will work in any standard terminal program.

Mind you, if you're not trying to connect to someone else running DOSBox, and you're not just trying to do telnet – that is, if you're actually trying to run Internet applications – it gets more complicated.

Megabuild6 of Dosbox features NE2000 network card emulation through WinPCap. So you get a emulated network adapter that is physically your hosts network adapter.
This way you would get network directly without dial-in.
