I eventually managed to get it to install though with errors popping up at the end. I created another hard drive image with WinImage. Imdisk was a bit awkward. Bochs threw up the same error at the start as well. Now I have the problem of Win98 not fully loading past the log-in screen and I just got a Rundll32 Illegal Operation message while in safe mode.

Now works with 32 bit colour on a 640x480 resolution but explorer keeps crashing.

cputype=pentium_slow should help.

use the setup.exe option to ignore errors.

setup.exe /im
