When I saw it online I hope for something special like combined Mystique+ PowerVR, but the NEC chip is something else. Does not boot, previous owner said it works only in NEC 24 bit systems. I never heard of such. Lower composite is marked as input.

That's just weird. The Matrox chip is a Mystique one and the NEC one looks like a PCX2 (perhaps even PCX1). But if it doesn't work on standard PCs, what's its purpose I wonder 😖...

It probably has a non-x86 video BIOS. You could put it in a system along with a working video card and run a PCI scan. Maybe it gives some hints.
