at work we use MaxBulk Mailer. Not free, but at $60 it's still a lot cheaper than that thing you mentioned. See the feature list; it offers those things and more.
Personally I can say that it's the most cost-effective solution I could find, for a reference volume of 1K-10K subscribers and a monthly newsletter delivery.
as an alternative, there are services like MailChimp or Constant Contact that basically manage your lists and send out the stuff on your behalf, and you only have to do minimal maintenace through a web interface (these things also integrate with a ton of common web app frameworks).
Supposedly they're simpler to use and maintain, but I don't like the hassles and limitations of having a third party handle your marketing for you. But of course, as they say, YMMV...
