borland delphi came with one

I think I managed to extract with it icons from some really old programs (like Word/Excel for Windows 2.0) which most resource editors couldn't handle.

The one Davros mentions is Borland Resource Workshop 4.5: http://www.zerorev.net/reversing/ (Browse to "Resource viewers", then to "Borland Resource Workshop 4.5"). Here you will also find other similar tools, including eXeScope.

Note that you must own a legal copy of Turbo Pascal for Windows, Borland Pascal, Borland Delphi, Turbo C++ for Windows, Borland C++ or Borland C++ Builder in order to use this software.
