Matches or exceeds. Voltage needs to match exactly, but current can be equal to or more than what the circuit needs.

No need to replace the fuse. You're halving the voltage, but doubling the current, so there's no net change in power.

I'd say it's almost certainly easier for you to use a pre-packaged step-up transformer, to give you 230V to pump in to the device, rather than trying to fiddle with electronics.

I got the step transformer and it works great. Now if I want to play midi files by sending them out to my m-audio delta 2496 out to the in 1 of scc-8850, do I need to put the SC-8850 in a certain mode?

Haha never mind, I just needed to switch the mode from Mac to Midi In in the rear. It sounds awesome!!

How do people extract midi files from old genesis, snes games? Do they use software that takes the music in and makes its own best guess at what the midi data should be? What's the process?

I got a few questions actually.

1. How do you get midi files for old games like on the nes, snes, and genesis? Is there some software that takes the music
+as input and makes a best estimate on midi data? Or do you guys just play it by ear and manually create the midi?

2. I'd like to compose a few tracks with my Korg N264 using the SC-8850. Do I just plug in the keyboard midi out to the midi
+in of the SC-8850? Or should I use software and what software would you recommend. I have windows, mac, and linux. I
+prefer Linux except there's not much other than Rosegarden.

3. I'm thinking for my next purchase either a Fantom XR or a XV-5080, what do you think? I see myself rearranging old game
+midi and composing on my own. I like making fantasy music for old rpg games and even movie soundtracks. I have a huge
+collection of movie soundtracks. I'm leaning towards the XV-5080. My setup is mainly analog and I'd like to keep it that
+way and just record in digital at the end. I've heard the analog on the XV-5080 is great but that the analog on the Fantom
+XR is horrible and is really only meant to be digital. My current setup is really just a windows xp box with an M-Audio 2496

for question 1, i guess there may be certain converters to extract music from games and then convert them to midi, since most nes/snes games music are based on fm synth chips. however some are just manually composed by fans after listening.

for question3, you should notice that roland had dropped support for its own GS standard on both XV5080 and fantom, and focus on supporting customized voice samples with GM2 standard instead. therefore midi files in GS standard may not play accurately on them, and the only people that would benefit from them are music composers. so i recommend you to stick with your SC8850 or get a SD90 (semi-professional equivalent of SC8850) if you just want to listen to midi files.
