Ok, just created a new 'pc', with BX mobo, celeron300A and SATA hdd with WinXP.
Can confirm that after a lenghty (automated/selfstarting) driver update process(no input from me needed), XP tells me that the newly found hardware is fully installed and ready for use.
And, keyboard works, yay ! 🤣
Although quite a bit pointless for a Windows USB PC, unless your regular PS2 connectors are dead/damaged, and/or you for some unexplicable reason are unable to use a regular PS2/USB (active, or not) adapter...
(even my IBM model M works with some of those)
But somehow I do have my doubts as to if the card would work in say win98, without ANY drivers I mean.... This is a USB card after all, for which win98 seems to always need special drivers for... 😜

As for that "QVS CA246-2BB bus mouse ISA PS2" in your link, it is hard to tell, as I am unable to see the number/layout of the connector holes on the card in that picture. But I'd be VERY surprised if that was for PS2.
So it is most likely a BUS mouse. Both the card and the mouse itself.
Regardless, not sure how a PS2 mouse would operate on a BUS mouse controller card though....

There ARE pin adapters around, but only seen them for BUS mouse to PS2/serial/parallell PC port:

That 'beige/white' box can have different adapters connected - usually comes as a part of those large MS mouse boxes, with full set of connectors.
Some claim these work both ways(PS2 mouse to BUS card), but good luck finding a BUS mouse cable for this thing - which would have to have the circular 9-pin on BOTH ends, for from-adapter-to-card.
You'd probably have to cannibalize on the other connectors, and the BUS mouse itself, to make such a thing.
(you are normally supposed to plug the BUS mouse in one end, and the other end the corresponding connector to PC, i.e. PS2/serial9/parallell25 - serial9 in the picture)
