I have two questions regarding Win16:

* Other than for fun and nostalgia, of what use is Win16 today?
* Do I have permission to distribute Win16? If not, can I get permission to distribute it, and how?

Easy networking and web access for older hardware? Can't think of much besides that.

Putting aside the question of how much anyone is going to care, no you don't, and I doubt you can.

Running Windows 3.x in DOSBox is a good way to circumvent the inability of 64-bit versions of Windows to 16-bit programs directly. Except of course DOSBox is intended primarily for games and not really for running Windows 3.x, and running Windows 9x in VMware or Virtual PC is probably a better way to accomplish the same goal if one is serious about getting it done. So, yes, it is not terribly useful.

Why is this in the DOSBox forum?

Yes, playing old Windows games. All 16bit Windows games don't run in the last three Windows releases, so...
Why do you want to distribute "Win16" (there is no such thing, though)?

To be more precise they don't even run in xp-64 but they run in vista-32, 7-32 and 8-32

Thanks for the correction, got my facts muddied by lack of sleep.
Otoh, most people that got Windows bundled with their hardware by default get the 64bit variant.
And some 16bit games don't run correctly on the NT based windows...
