I have tried playing SimTower (you can get it from underdogs bla bla there was a URI here but it was erased) under Windows XP.
It'll install and run fine. Graphics, play the game, everything works.

BUT, it's WAY to fast. Centuries pass in game in a few seconds of real time.

How can I get it to execute at the speed it was intended too at launch?

The issue is your processor speed, it has nothing to do with Windows XP.

What software program can I use to slow down the execution of the code so that it is playable on my box?

Not much I'm afraid. There is a Windows program called "Turbo" but you'll find that like most other slowdown programs its results are unsatasfactory. Your best bet is to try to find a copy of Yoot Tower, which works without a speed problem on new machines.

some you have to pay for tho CPU killer worked real good but cost 15 bucks USD!! 🙁

In one of the menu's across the top of simtower, you will find by default fast mode is on. Turn it off and all will be well. I have a P4 2.6 and it runs fine.
