When I play this in DOSBox, I see solid white where there should be transparency.

It looks like this:

What's wrong? I suspect it's my Win3.1 display driver, which is:
S3 864 1.41B5 640x480 16.7M colors

...but I'm not really sure how to change it, if that's even what the problem is.

Running:
Windows 10
Core i5-6600
Geforce GTX 970
8GB RAM

I suggest trying the drivers linked in the Windows 3.1 guide.

That is where I got the drivers, but I figured out how to change it. I changed it to this:
S3 864 1.41B5 640x480 256 colors (just reduced it to 256 colors)

and now it works. I also tried the basic VGA driver, but it isn't supported by TJP.

Running:
Windows 10
Core i5-6600
Geforce GTX 970
8GB RAM
