I had the same kind if problem,with a Via chip based usb pci card on a socket super 7 mb,i haven't found any solution to the problem,had to ditch the pci card.
It was working fine on other boards,just not on this 1.

Or u could try another pci card with a different chip.

Yeah, those Via USB chips are a pain in the ass... just save yourself the headaches and get a card with an NEC chip. There are plenty of 'em available on eBay for cheap.
