there are 3 jumpers on this card, but no explainations on them, and i wonder what they do. does anyone have the manual or document of this card about what they do?

Those are for setting the AGP mode. All 3 open = 1X/2X mode, all 3 installed = 4x mode.

Why they did it that way, I have no idea. Most other cards can autodetect.

oh really. i have seen some creative hd6870 tnt2ultras, some of them have dip switches setting agp2x/4x, others are agp2x only.

My Diamond Viper V770 utilises the same 3-jumper system as your Savage 4. And I don't get how HD6870 is relevant.
