Sweet spot for me on an 486 system would be 100 mhz one.. Its fast enough for anything that also running great on an 66mhz machine.. On the other hand it also would working great on heavyer games.
The other good thing is, the 100mhz cpu is very easy to find..
Iam going to use a 486 for dos games, and a pentium 233mhz for the windows 95 period.

I wouldn't "max out" anything because it is usually very costly.
I'd go with a basic DX2 66 and any Pentium MMX. If the Pentium doesn't cut it I would go straight to a PII or PIII.

SCSI card (not sure if it is better to hang it on PCI or ISA bus, probably PCI)

Win 98
