GLQuake runs fast under the dynamic core in dosbox/95. However, UT99 is borderline playable with a P4 CPU in the host. Attached a speedhack patch which may introduce infrequent movement delays and slight issues in transparent menus, but it speeds up gameplay very significantly. It doesn't increase the framerate, but instead it appears to decrease overall system latency, such as input and video. It produces excellent results from my limited testing. This is untested for 3dfx DOS games.
