Seller calls it a sound card but It looks more like a TV capture card to me.
Could not find any info about it.

I found some info about the large chips on the smaller sandwiched board (C-Cube VideoRISC CL4020). CL4020 is a video encoder chip, either MPEG-1 or even MPEG-2. So you are probably right about it being a capture card. (Video capture only, I don't see a tuner, the available inputs agree with that.)
