I know VGA cards are not 100% compatible with the CGA standard. Ive seen a few old cards that seem to have both VGA and 9 pin connectors on them, for instance this ATI VGA Wonder card http://www.ebay.com/itm/ATi-VGA-Wonder-16-P-N … =item5b037c86a8

does that mean If I connect it via VGA it displays VGA and acts as a VGA card but If I connect say a CGA monitor to the 9 pin connector and boot up that way I get true CGA?

Yes. The ATI VGA Wonder is probably not 100% register compatible, but that shouldn't matter for most games.

are there any that are? I just got a 286. It came with what I believe is a monochrome video card and I replaced it with a ET4000 VGA card. It seems like a nice sort of transitional era machine so it will probably see use with CGA and EGA/VGA games so I was wondering if there was a card out there that did both rather then just a VGA card that emulated CGA. I know the ET4000 is probably "good enough" for CGA but i'm curious.

In theory, a Cirrus Logic GD510+520 card with a CGA monitor connected should give you nearly perfect CGA emulation.
The ET4000 doesn't support the 3rd palette (cyan/red/white), which is a big flaw in my opinion, since quite a few games use it.
