What Windows 98 SE official updates do you consider to be required for a *fast* system, or in general?
I am not a fan of unofficial *packs* as I simply do not trust them.
With a fresh install of Windows 98 SE from an original disk I would install the shutdown fix for fast CPU's and large hard drive caches described here. http://support2.microsoft.com/?kbid=273017

I am also not interested in security fixes as that is a moot point on Windows 98 SE, patching it for security is sorta like putting a pig in a dress...
