I am looking to find the best 2D video card out there for DOS game usage. I am looking for the highest performance possible while still being highly compatible. Thanks!

For both performance and compatibility S3, Voodoo3/4/5 and nVidia are generally good choices.

For ISA Tseng ET4000 is often considered the best. IMO WD90C30/WD90C31 is just as fast. The reason probably is that ET4000 already came out in 1989 while other chips which reach the same speed came out later.
For speed of PCI and ISA cards have a look at http://www.vgamuseum.info/index.php/benchmarks especially PCPlayer and Quake.
Cirrus Logic and Trident are generally quite compatible (probably similar to the PCI or AGP versions on Gona's page), but not all of them are fast.
