How does one do this? I have an Hard Drive with windows 3.1 or 3.11 installed (I'm pretty sure its 3.11 workgroups) but it is completely on German.
The hard drive has something really interesting I want to recover.

You can try system.ini....

It might ask for disks. I can't remember if Windows 3.1 asked for language when running SETUP.EXE...you could try running that in the Windows directory too.

My external USB ATA disk reader does not detect the 320MB Conner drive at all.
I have tried 5 programs for this by now and only one detects it (Find and Mount) but it reports it as 0MB. The hard drive is definitely functional inside of my retro computer, but I can not detect it at all under windows 8.1 . Also windows 8.1 can not initialize it.
Ok, by using an NEC DSE2010A as an slave drive I have backed up the 340MB Conner drive onto it and than finally into an ISO file onto my PC.
Had some trouble with German keyboard layout, could not find the "\" key anywhere, so I had to change the keyb parameter to US.
Now by doing this I have successfully obtained drivers for the two PictureTel cards I found. Still need to extract them and install them onto another PC.
The drivers and information confirm it is an Video Teleconference System. Here is an random image from the hard drive:
