Long story short, someone let me have a laptop that wouldn't boot. I've disconnected everything and pulled the motherboard out and shorted the two power pins in order to start it, but it exhibits the same symptoms. What happens is it receives power for a split second, just enough to make the fan rotate a few times, then immediately turns off, then it does it again a few seconds later. It does this in an endless loop until the power/battery is pulled. It does this regardless of whether or not its fully assembled or with the motherboard on my test bench.
Looking closer at the motherboard I've found something of interest. According to naming conventions it appears to be an inductor/coil. The green arrow is a "good" one, and the red circle is the one that I think might be bad. It's located DIRECTLY under (on the opposite side) of the north bridge.
