1gb can give trouble in 98se, don't know if it gives problems when shutting system off, but 98se needs some tweaks to work right with 512mb+

asus tx97-e, 233mmx, voodoo1, s3 virge ,sb16
asus p5a, k6-3+ @ 550mhz, voodoo2 12mb sli, gf2 gts, awe32
asus p3b-f, p3-700, voodoo3 3500TV agp, awe64
asus tusl2-c, p3-S 1,4ghz, voodoo5 5500, live!
asus a7n8x DL, barton cpu, 6800ultra, Voodoo3 pci, audigy1

In my experience a disconnected ethernet card can cause a shutdown hang in 98se regardless of patches. You can check if this might be your issue by simply removing the card.

If everything else is fine, then I recommend you stop fighting it -- accept it as part of 98's character. (I like 98se. But it does have a lot of character.)

EDIT: Yes, that's too much RAM, though yes it's unrelated. Scale it back to 512MB. If you are doing something that requires more, then you're doing something that requires XP.

EDIT 2: While we're at it, the latest drivers for an older Nvidia card are often not the best choice. Use google to search this forum via 'site:www.vogons.org' for threads discussing the best drivers for your card and 98.

Refer to this link as it contains a patch that might address your problem (Windows 98 Second Edition Shutdown Supplement): https://support.microsoft.com/en-us/kb/239887
I've attached the file (004756us8.exe).

You also might want to install the IDE Hard Drive Cache Package (https://support.microsoft.com/en-us/kb/273017). File also attached.

Alternatively, download and install the Unofficial Windows 98SE Service Pack 2.1a.
It contains a number of Microsoft patches/fixes that should address most of the issues you're likely to experience.
You only need to install the main updates (the rest are optional).

I now its annoying but I also know its not deadly. When you stuck with "Windows shutting down...blah..." window, just wait for a couple of minutes and shut down your computer. Nothing bad will happen. I had many rigs that do that to me, and even during the days, when you make one last update or install that one last utility, this was happening sooner or later. The matter was not if, but when. We used 98 machines like this forever at that times without anything bad happening.

Exactly. It's part of living with 98.

what OS should i use for old games on this machine ?

"old games" is not nearly specific enough.

If you mean old Windows games in general, then your hardware looks fine for an XP machine, and as a rule of thumb XP will run all the Windows games that 98SE does, except for some from the DirectX7 era. Although I don't like using XP as much as 98SE, it's more stable, and can handle more RAM and newer video cards. It's more like an improved 98, rather than a new incompatible OS. (Tip: for a gamebox, use Service Pack 2 but not Service Pack 3)

Use W98 on older hardware when and if you specifically want a box for DirectX7 games. It'll also make a pretty decent DOS box. But there again, with DOS and some games you may need to go to earlier hardware yet again. OR just run DOSBox, which is what VOGONS was actually about in the first place...
