This thing looks like a single board computer but I can't find a processor on it anywhere. It has all the standard PC ports (VGA, serial, PS/2, AT keyboard, sound, joystick/MIDI, etc.) but I can't find a power connector. What is it?

The 1/8" jack next to the green LED might be your power input. One thing is certain though, there are a LOT of resistors on that board!

I don't think that's a SBC, but might be something similar to a KVM? That DB15 next to the DIP switches looks like an AUI port.

looks like it is a cable extender of some sort, it looks incomplete.

No, I don't think it's incomplete. Brickpad has it right - it'll be a remote extender for a KVM, which is what Cybex made.

It's a PC Extender Plus Remote Receiver, by Cybex. It extends/probably provides a second connection to the main KVM switch from a distance. Very handy things, so you don't freeze your arse off standing in a machine room.
