When did the first power supplies with short circuit protection appear? (Where the PSU just dies upon failure, but won't harm your components)

There are plenty of PSUs that send surges when failing, thrashing HDDs.
I have traveled across the universe and through the years to find Her.
Sometimes going all the way is just a start...
So when brands like Seasonic claim to protect your components, it's all lies?

Yup, but they can be fixed, right ?
I had got one with such an issue. There was a special component on the HDD for protection (a TVS diode).
When it got removed/replaced, the HDD came back to life again. ^^
