That's the same thing as the Evercool EC-VC-RI, only cheaper. I use several of those coolers on various Ti4600 cards that I own and have never had a problem. The BFG Ti4600 I have actually came with one of those coolers installed and without any heatsinks on the RAM. I added heatsinks to the RAM with thermal adhesive later.

No it would need two slots. You shouldn't be using the PCI slot below your AGP slot anyway because it typically shares IRQ with the AGP slot. 😀
