Is it normal for win9x to complain about no mouse when you're using usb?

I get the no mouse detected error that comes up before the start menu, for some reason the "don't tell me again" option doesn't save. Didn't at least 98 come out around the same time as usb mice? I have an ms ergonomic keyboard with a 2 port hub and an original intellimouse explorer (which isn't plugged into the hub, just in case)

Probably, because that warning specifically is because PS/2 mice only initialize at boot. Can't just plug one in after startup.
Turn on legacy USB in the bios.

it's normal. Just tick the "don't show this again" box and click ok.
