I have a Gigabyte GA-686LX4 Motherboard with a Pentium 2 233 MHZ Klamath Processor on it. Is it possible to clock this down to 386 speeds by turning off internal and external cache?

Are there other options outside the cache changes to turn it down?

Try Throttle, it supports on some chipsets southbridge power saving features that can slow down the system.
