I've never seen 9x, nt or 2k as a live cd, not sure why but I'm guessing it has something to do with not being able to make it work on wildly variable hardware. Also, all the xp and above live cd's I've tried aren't able to run games, as directdraw/3d don't come preinstalled and you obviously can't install them on a read-only disc/persistent environment.

Hirens boot cd used to had a Windows 98 live, but it didn't boot always.

A "gaming" live XP would need to be made specially for your hardware. Having DirectX installed it's only the beginning, you'll need to have working drivers for your hardware (GPU and sound).

Try looking at BartPE stuff, there are forums with information about including drivers and libraries on live XP.

An idea is maybe a DVD-RAM? It's basically a DVD that acts entirely like flash storage/hard disk storage/floppy storage in that it can be written to and deleted from without having to do a really intensive burning process. You can just write files to one. It could be possible to install windows on something like that just like you would a hard disk.

Drivers may be an issue tho, just can't think in my mind how it would be an issue.
