Haven't dealt with internal speeds before, just bus speed. Board originally came with a dx33 set to 2x internal speed.

The internal multiplier is just that: internal. You have no influence over it. Except when it's meant to be changed by software. Not on the 486.
Some dx4 are 2x compliant (2x50 is an official dx4-100 speed I would guess)
I don't know of any 2.5 compatible 486.
What is the exact model of your processor ? (sspec if intel would allow to check on cpu-world)

I see no reason you shouldn't underclock your CPU. It's more of a question of can you. The short answer is if there is no jumper and there is no BIOS option, there is no way to do this.
