For ISA devices, try adding a new device from the Add Hardware wizard - it should show available devices at least for ISA (I believe it hides PCI and USB) and it usually indicates WDM in the name.

For Sound Blaster 16 were both VXD and WDM drivers.
For some ISA cards you can extract WDM drivers from Win ME and use under 98SE.
It is over 15 years when i used it and i dont know why. Maybe because better mixing more sounds at same time.

Windows 9x still shipped with a hardware compatibility list (HCL), I believe.
Someone may have a look on the CD-ROM and focus on some *.hlp or *.chm files.
