Some sk423 P4's have SMD caps and IC's on the top side of the chip and others don't. And I don't know why. Even two CPU's with the same S spec may have or may not have them.

What are they for? What do they do? Do they affect reliability or overclocking?

My suspicion, without really knowing, is that they are voltage regulators -- i.e. the CPU runs at a different (lower) voltage than what is normally provided by the motherboard/socket so the voltage regulators on the package lower the voltage to the appropriate level for the CPU. It looks to me like they took a mobile processor (BGA) and stuck it on a package/adapter for desktop LGA socket. This probably would affect overclocking attempts in the sense that although you should be able to raise bus speeds and multipliers (assuming the CPU is unlocked) you very likely won't be able to increase the CPU core voltage -- even if the motherboard/BIOS thinks its raise, the voltage regulators will keep it a the "correct" voltage.

Can't see anything on the CPU. It looks like a Sk603 Xeon to me.

Pretty sure that's a Xeon. I've never seen 423 P4s with those.

It's a socket 423 p4. Not a Xeon. I see a lot of sk423 p4s on eBay with them.

Not to be rude, but are you blind? The edge of the cpu is covered in what look like SMD caps and other ICs

I meant I can't read any markings on the CPU, so I am not sure if it's p4 or xeon. Geesh.

I just did a search on eBay. All of the listings that show "P4s" with those ICs on them are using the exact same picture, so it's more than likely just a goof. Like eBay offering the wrong stock photo or something like that.
