So strange problem on my TUV4X board, my Voodoo banshee works but its underpowered for a P3 800, so i tried my Quadro fX3000 it installs, desktop is fine but I can't create a DirectX device to launch any game, fiddled with it and reinstall Windows ME 3 times same issue. So I tried my Geforce 2 MX400 and upon install i get just a black screen, yet it works fine on any other system.

Specs

ASUS TUV4X with latest bios
512mb PC-133
Pentium III 800EB
Windows ME

tested drivers
VIA 4-1 3.47; 4.43
NVidia MX400 30.82 43.45, 45.23, 61.76, 81.98
Quadro FX3000 61.76, 81.98

I thought about testing my 6800GT in it, but havn't done so yet. My other working AGP cards are Radon 7000 Dell OEM 32bit Memory (slow card), Rage 128Pro, Riva TNT2 Pro, and Voodoo Banshee

Find a copy of Via 4 in 1 v4.42 and install them first. This is probably the MWQ bug and your register is not set properly. 4.42 always set it. I would always do this on a fresh install of my KT133a even if using newer drivers, otherwise no games or acceleration would work.
