I upgraded my Windows 98SE system from the K6-2/300 to a Socket 370 system, and it's not POSTing when the system is turned off for a specific amount of time. Could it be solder joint issues, or something else? I checked every capacitor, and they're all in good fighting trim.

It's also cold where the system is located at, and I thought it was the power supply. Maybe the RAM slots need to get cleaned out and spray contact cleaner in the slots?

That is usually a symptom of bad caps. What mobo? What are the brand and series of caps on mobo? What brand and model of PSU? PSU caps? More info please otherwise it is like trying to put out a fire with dried leaves.

It's a Shuttle AV18 V3 (VIA Apollo Pro 133A chipset), Diablotek 400W PSU (from a Diablotek Compact case). I also discovered that I had the primary GPU set to AGP instead of PCI since none of my AGP cards work properly (one has no signal, and the other works, but horizontal gray lines appear when running Windows 98SE (and the splash screen as well), and Windows Protection Error occurs <-- possibly the VGA IRQ isn't enabled in the BIOS).

bad caps or bad solder joint. The chip set or cpu or some other chip could be bad too.
could be the VRM is not outputting the right voltage at colder temps or the psu too,

What brand of electrolytic caps are on the motherboard? Open the Diablotek PSU to see what brand of caps are in it.
