I believe it's a Digimate DM-11190, brand I have never heard of btw, but I struggle to find any info regarding this board.
The only thing I was able to find so far is on yjfy.com, but they list it as DM-11190-1 not DM-11190.

My searching indicates that it is a PCPartner VIB876S.

This is a Baby-AT MVP4 based board. Value oriented and highly integrated.

Excellent detective work, Sir.
It's a nimble little board isn't it?
Two COM ports, two USB ports, PS/2 mouse connector, integrated sound and graphics processor.
Not expecting much in terms of intergrated sound chip, as it is seems to be an early AC97 Audio Controller, but the IGP is a Trident Blade3D, so at least for DOS it should be fairly decent.
Hopefully after all the caps are replaced it will come back to life.
