I've recently came into possession of an old EGA card which appears to be have been made by Nel Electronics.
I've attached a picture of the exact card that I have (only difference is the label on my BIOS chip which reads: "EGA + P + M BIOS 5.94").

I was hoping that someone might have the jumper settings for this card.

Got same card, jumper settings can be found on TH99.

NEL should be the same company as "Juko" if that helps.

Also, if it really does "1024" lines as stated on the BIOS chip, that would be a pretty impressive extended EGA card.

I have almost the exact same card (different BIOS, you have the 74LS74 populated and your main IC must be newer as well)
