I've heard that you can boot Windows 3.1 in the CVS builds of DOSBox. Check the development forum for more info.

You can. I've got it running under the AEP build before with full 256 colour support. Check the guide section for help. The only problems I had is windows freezing during the install...it happens every so often. Make sure you have dynamic CPU disabled when setting it up or changing settings.
