Thanks. My Creative soundblaster cards don't have a shiny backplate appearance. Even the NOS ones!
Hm, that card looks pretty fine to me. I think those brackets always had a matte finish. If you really DO want to clean them, I would unscrew the bracket and douse it in isopropyl alcohol and rub it with a soft, clean cloth. Then let it dry and remount it. But really I think it is supposed to look that way... 😀

Brackets on most cards I see are matte, maybe quarter that I have got shiny finish.
