Celeron 1,6GHz (Northwood) is the limit, however (in theory) - You are correct 😀
Assuming, Pascal isn't that different from Hawaii (R9 390X).

Updated P4VM890 witth VIA P4M900 chipset, drops Windows 9x support, gets new IGP with WDDM DirectX 9 cappable GPU, but i heard is extremenly weak, even slower than the dreaded GMA 900/950, i need to futher test the board and verify the IGP features, also gets a newer southbridge with SATA II ports and replaces AC97 with HDA for the onboard audio

One Question: Has anyone tried to work on the motherboard - Asrock P4i945GC 4GBx1 (or 8Gbx2) memory stics? (usuall, not registered/ecc).

You can't test them without 64-bit capable PGA 478 (32-bit CPUs can't adress over 4GB memory range by design).
On top of that, low capacity ones (the NOT AMD cheap stuff, and the one with highest chance of working on Intel platforms), are expensive : LINK.

In a 32-bit OS, you can remove restrictions on the total memory size, to use PAE patch, so that it is possible, only 4 GB per process will remain the only restriction, and at least 32 GB on any OS from XP to 7 and higher.

Even with a 64 bit CPU it would be pointless, 945 doesn't support address remap and you'd be stuck with 3.something (if you get 3.25 you are lucky) gigs of usable memory.

This is not a specific case, but the approach to solving the problem is probably a suitable one.

You can't install Windows 8.1 x64 or 10 x64 on PGA 478 (lack of instructions).

It all depends on how much "stuff" you have on the board (especially integrated). In the best case scenario - 3.8 gb will be available for use.

Well, I stand corrected then. I only ever got 3.1-ish GB on the couple 945 boards I've ever messed with, and the general Internet consesus then was along the lines of "Just be glad it didn't set itself on fire". 😀

Intel 945 series chipsets doesn't memory remap support all, >=4 gb will be always seen as ~3.5 GB, i did get a 945 board post (Dell Dimension 9150) with 4x 2 GB RAM, Dell BIOS could see all 8 gb, but all OSes even Windows x64 and linux x86-64 only detected 3.5 gb ram, tried XP x64, 7 x64 and 10 x64 and ubuntu 18.04 lts 64 bit, Windows 7+ sees as "8 GB (3.5 GB usable)"

It's more about 32-bit OS with PAE. 64-bit capable Socket 478 CPUs are too rare anyway.

yeah, i did my testing with an LGA 775 board, but pretty much all 945 chipset variants suffers from the same limitations, the same aftermentioned limitations also affected 915 and 925 series, 955X, 975X and the 965 series did not suffer from the limitation, iirc G31/P31 has the same limitations as well

Recently got Biostar P4M900-M4.
Without a bios update, it didn't want to get Win 7 x32 at all and Win XP with the external video card (BSOD).
After the update seems like everything is ok.
Works with P4/512/800/2800Mhz.
Video card - Nvidia FX3800, 1GB.
RAM - 3GB DDR2.
Even plays 720p video on youtube. 🤣.

I did not find my mobo in your list. It is Baby AT (no ATX) form factor, and has no ISA slot, though.
