Regarding the CD-I/PC 2.0 card:
Philips 22ER9170／00 seems to have been the CD-I/PC 2.0 part number for the PAL version and 22ER9170/17 for the NTSC version, incidentally. It's mentioned on the reverse side of the CD-I/PC 2.0 flyer but I haven't seen that in print on the Internet yet really aside from Philips' website. So, another VOGONS first? 😉

I found a crap website that claimed to have the user manual but it seems it was just a scam, probably trying to infect you with viruses. Might be worth pestering Philips since it is listed on their website, though I am sure we can all guess what the response to "can you send me any information on the CD-I/PC 2.0 card, any of its drivers or manuals, and I'd even buy one if available" will be: https://www.philips.co.uk/c-p/22ER9170_00/-/support

http://www.theworldofcdi.com was also looking for the CD-I/PC 2.0 card in 2017. I doubt they found it, but they responded to that thread again in 2019 to say that they got their hands ons tons of authoring software options. They also acquired the I2M PCI card (though they do not mention it in the AssemblerGames post)

Unfortunately I cannot tell you about the Creative DXR2 DVD Decoder. If I had to guess, it probably only supported "CD-i Movies" and not "CD-i Games".

[EDIT] If you want more vaporware cards, there was also the Cirrus Logic M2 Marvin prototype card. Yup, M2, the (effectively unreleased) successor to the 3DO. I once saw a photo of it decades ago, but the guy didn't have the driver disk. And only two or so M2 ISOs have ever leaked (so far as I know). As far as I know, CD-i video is just an early variation of VideoCD, so it uses MPEG-1.
I have the "Keep the Faith: An Evening with Bon Jovi" CD-i disc from 1993.

So *not* the later VideoCD release.
I ripped the image to my HDD (I think I used PowerISO at the time, or MagicISO, or some tool like that, which can read CD-i discs in a regular CDROM drive), and that resulted in some files that can be played in most MPEG-compatible players, such as PowerDVD.
The menus and other interactive parts won't work of course, they're CD-i-specific.

Take note that this is just a graphics card with the GPU used in the M2. It's not an "M2-on-a-card" and won't let you play M2 games.

To play back CD-i movie discs, any MPEG decoder card will do. The CD-ROM drive must support the CD-i disc format, not the decoder card. I use a "2-the-max" MPEG decoder card in a 486DX2/50 and that one plays CD-i moves just fine.

CD-i filesystem is not supported on Win 9x anymore, unless MSCDEX is used. Or a third-party driver like this:

I think that's true, yes. The CD-ROM drive has to support the Green Book standard, too.
Also, White Book contains the specs for bridge discs, where the data is stored in CD-ROM format,
but the CD-i player's program code could be stored in Green Book (in simple words).

Edit: On Windows 3.11, all it needs is a CD-i compatible player program, by the way.
Like Xing MPEG Player, for example. 😀
