2.- Win ME is crap. Get 98SE instead.
3.- DOSBox would allow you to get proper sound+music in most MS-DOS games (ms-dos only).

What soundcard do you have?
It may be possible to run the hack for ME that allows you to boot into MS-DOS and then you can play your game there....assuming that your sound card works in DOS.
i have a SB Live card, i don't know exactly what model. I think my cPU is a little to slow for playing games like jazz jackrabbit on dosbox also, although commander keen 4 works well, i just hate it how the sounds skips sometimes.
