I have a dead 9800 Pro, clean looking card. It fails to POST.
Inspecting the card I finally found a chipped/torn SMD opposite of the chipset.
Marked CP1. What is that? I'd love to replace it, but not sure what it it.
It looks like an SMD capacitor array, possibly 0612 size, probably in the 10nF-100nF range. You could remove a similar one from the board and measure it, but 100nF 16-25V will most likely be OK.
The remains of this cap array could be shorting one of the GPU power rails, you could try removing it completely and see if the system at least passes POST.
Yes try that, remove it. But problem is, better find another card of similar one that is red and is ATI oem type that is broken. Then can transfer parts from it to yours.

Yeah I don't have another dead card lying around, and people want $30 on ebay for a dead card. Nuts.
30 is not bad. 20 is like 5 dollars these days especially with undervalued money.
This is what like for countries with strong money think same thing, 30 too expensive? That what we do not think like that from your viewpoint.
