I'm trying to run USNF but it is running very slowly. I've tried increasing cycles like the tutorial says, but when I hit CTRL-ALT-DEL and increase cycles, I can only get CPU usage up to 50% then it stops going up. How can I get it up to 95% like the tutorial says???

Perhaps you have a dual core or hyperthreading CPU (or even two CPUs). These show as 2 separate CPUs in Windows. This means that, once a single core is fully used (i.e. driven to 100%), total CPU usage is 50%. You can't push it any further, because DOSBox will use only 1 core for its emulation.
