When I'm looking at ET4000AX video cards, some of them have 3 ROM chips, along with RAMDAC IC.

They usually have H and L ROM ICs but also have third ROM that starts with "X...." , what does these X Rom does?

Performance?
Or help with compatibility?

XLAT/translation/sync ROM is necessary for ET3000/ET4000 to support register-level CGA/Hercules modes (15/18 kHz) on VGA monitors (31 kHz).

I've done that on mine, but right now I don't have the utilities installed on the PC it's on to make use of the feature.
