cisco webex app prevents dosbox from entering fullscreen

Hello,
I don't know why, but I installed the cisco webex app for a video conference and suddenly dosbox was unable to go to fullscreen mode. every attempt to alt-enter resulted in the small screen minimizing. this was using a gog purchased master of orion 1 and 2, but it also causes the same issue with a fresh install of dosbox 0.74-3. I thought it might have originally been the october win 10 update, so I reverted them, but no good, same issue. I then remembered installing the webex app for a conference and uninstalled and then dosbox was fine again.
any idea why?

win 10 64 bit ver 2004
nvidia gtx 970 256.71 driver

when I click on the dosbox taskbar icon, it will restore to a small window and run fine, I haven't tried modifying config to try x2 or x3 resolution instead of full screen

tried all 5 "output" modes in config, same result, minimize to taskbar whenever I try to go to fullscreen mode
tried a couple different scalers too, including "none" , same thing
cisco webex meetings
when I uninstalled webex, dosbox is fine again
