This is not a serial port keyboard adapter that you are thinking of - It converts RS232 terminal commands into a virtual AT keyboard commands for a host computer. It requires the host computer have a standard AT keyboard port and the source side is another computer running a terminal program.

These are server keyboards, but i read about people claiming using just serial ports keyboards..

Check this post, check if you still think that it will not work, i read some people claims that they were using it.. I dont remember exact details, but some where from 1980s and it just needed special dost driver to make it happen and nothing about any server was mentioned, it would be in that age for sure..

Windows is no problem, you can even have a driver pretend your joypad is a keyboard. From Win98 up you can install USB card and use usb keyboard. Afaik Win95 osr2 "supports" USB but with no drivers, not even for keyboard.

Its raw DOS/BIOS that is impossible. BIOS would need modding per motherboard, DOS a not so compatible hack like SBEMU.

Serial keyboards were never a thing in PCs, if you manage to find one it will be for industrial automation or some custom product.
