Another update; the original GOG version of Star Trek Voyager: Elite Force does not allow you to enable A3D support for Aureal Vortex cards. Adding back the following files restores A3D:
a3dapi.dll
a3dsnd.dll
I took them from a non-GOG version of Soldier of Fortune: Platinum Edition.
